Adversarial AI Model Distillation: The Hidden Security Risk in Enterprise AI

A recent White House Office of Science and Technology Policy memorandum, listed as NSTM-4: Memorandum on Adversarial Distillation of American AI Models, puts a name to a risk many organizations have not yet built into their AI procurement process: adversarial model distillation. The memorandum, according to policy trackers and security reporting, warns that foreign entities, principally based in China, are conducting industrial-scale campaigns to distill U.S. frontier AI systems using proxy accounts and jailbreaking techniques.

For enterprise leaders, the important question is not geopolitical. It is operational:

Do you know where the models inside your AI stack actually come from?

What model distillation means

Model distillation is not inherently malicious.

In machine learning, distillation usually means training a smaller model to learn from the outputs of a larger, more capable model. Done responsibly, it can make AI systems faster, cheaper, and easier to deploy.

The risk comes from unauthorized distillation at scale.

If an actor systematically extracts outputs from a frontier model and uses those outputs to train an imitation model, the result may look competitive on selected benchmarks. It may be cheaper. It may be easier to access. It may even appear “good enough” for everyday business tasks.

Which model performs best?

The new question is:

Which model can we trust for this workflow?

The cheapest model may carry the most expensive risk

As more AI models enter the market, enterprises will naturally compare cost and performance. That is healthy. Not every workflow needs the most expensive frontier model.

But cost cannot be the only evaluation metric.

A model with unclear provenance can create risk across several layers of the business.

It can create security risk if safeguards against misuse, prompt injection, or unsafe outputs are weaker than expected.

It can create compliance risk if the organization cannot explain where the model runs, how data is handled, or whether the vendor meets internal requirements.

It can create legal and reputational risk if the model’s training process is later challenged.

It can create operational risk if the model lacks enterprise-grade uptime, version transparency, or predictable behavior.

And it can create policy risk as governments increase scrutiny around model access, AI exports, compute infrastructure, and national security.

The point is not that enterprises should avoid smaller, cheaper, open, or non-frontier models. Many of them are valuable. The point is that model choice needs to be deliberate.
