A lot of AI governance programs in financial services were designed around a simple assumption: model capability changes gradually, and policy can catch up in quarterly or semiannual cycles.
That assumption is now broken.
In the last two weeks alone, Anthropic announced Claude Sonnet 4.6 and positioned it as a high-performance model with strong coding and agentic-task performance, while also highlighting enterprise deployment pathways through partners like Infosys. For a bank CIO, this is not abstract industry news. It is a governance operating problem.
If product teams can adopt materially stronger models in days, but risk sign-off still runs in months, shadow adoption fills the gap. Teams will route around central controls, especially when they are under pressure to ship fraud, onboarding, and service automation improvements.
This is where the governance conversation needs to mature: not “how do we slow AI down,” but “how do we move governance to the same operational tempo as model change.”
The Scenario: Week 0 in a Regulated Bank
Picture a mid-size retail and commercial bank. The CIO already has an AI governance committee. There is a policy binder. There are approval forms. There is even a model risk appendix.
Yet three symptoms show up at once:
Innovation teams are testing new model endpoints before central architecture sees the design.
Procurement is tracking software vendors, but not model dependencies inside those vendors.
Compliance can document controls for known use cases, but has no trigger-based process for sudden capability jumps.
This is exactly the gap many regulated organizations face when they try to run modern AI programs with pre-GenAI operating rhythms.
NIST's AI Risk Management Framework and its Generative AI profile already provide a structure for governing map-measure-manage-govern activities and GenAI-specific risks. Why Quarterly Governance Fails at Current Speed
When model capability moves quickly, three governance assumptions fail:
First, baseline controls decay faster. A prompt-injection control set designed around one tool pattern may become incomplete when models add stronger tool use and orchestration behavior.
Second, data boundary assumptions drift. Teams that previously used AI only for summarization suddenly attempt retrieval and action workflows, increasing the chance that sensitive workflows are routed to unapproved environments.
Third, risk concentration becomes hidden. If many lines of business depend on one external model provider path, an outage, policy change, or geopolitical event can become a cross-bank operational risk.
For regulated institutions, this intersects directly with long-standing obligations around safeguarding customer information. A 90-Day Governance Reset That Actually Fits Bank Reality
This is the operating model I recommend for a bank CIO who needs control and speed at the same time.
Phase 1 (Days 1-30): Build a Live AI System Inventory
The goal is simple: if you cannot see it, you cannot govern it.
Create one inventory that merges:
sanctioned internal AI applications,
third-party business tools with embedded AI,
direct model/API experiments,
and high-risk spreadsheet or workflow automations touching customer data.
Do not wait for perfect taxonomy. Start with criticality bands:
Tier A: customer-impacting decisions or regulated data,
Tier B: internal productivity on sensitive internal data,
Tier C: low-risk content support.
Add one mandatory field that many programs miss: model dependency path. If an internal app uses a vendor, and that vendor depends on another model provider, record it.
This one move lets architecture and risk teams reason about systemic concentration instead of single app checklists.
Phase 2 (Days 31-60): Move from Committee Review to Trigger-Based Review
Traditional governance often says: submit proposal, wait for monthly meeting, receive comments, resubmit.
That flow is too slow.
Replace calendar-based review with trigger-based review. For example:
Capability trigger: model class change (for example, stronger autonomous tool behavior).
Data trigger: workflow now includes regulated or customer-identifiable data.
Autonomy trigger: system can execute actions, not only produce text.
Exposure trigger: use case moves from pilot users to customer-facing channels.
When a trigger occurs, teams complete a short control delta assessment, not a full re-approval dossier.
This keeps governance effort proportional and creates speed where risk is stable.
Phase 3 (Days 61-90): Enforce Architecture Guardrails in the Runtime Path
Policy PDFs do not block risky traffic. Runtime architecture does.
At this stage, define default enterprise routing:
approved model endpoints,
approved retrieval zones,
centralized logging and policy evaluation,
role-based access and workload segregation.

Your CIO office should see three concrete changes:
Weekly AI risk standup replaces passive status decks.
This is a cross-functional 30-minute review of trigger events, concentration hotspots, and control deltas. It is not a steering committee theater.
Procurement and architecture become coupled on AI dependencies.
Any vendor intake with AI capabilities must disclose model dependency pathways and data processing boundaries. No disclosure, no production approval.
Business teams get a faster path for low-risk experimentation.
Speed is a control mechanism. If low-risk pilots can get approved quickly in sanctioned environments, teams are less likely to route work through unsanctioned tools.
The Tradeoff Most Banks Underestimate
Many leaders frame the choice as “strict control” versus “rapid adoption.”
In practice, the real choice is different:
slow central process plus uncontrolled shadow usage,
or fast governed pathways plus visible risk.
Only the second option scales.
The first produces a dangerous illusion of control: policies are documented, but actual usage drifts beyond what risk teams can see.

Build inventory visibility before rewriting policy language.
Implement trigger-based risk review before adding more committees.
Move controls into runtime architecture before expanding use-case scope.
This sequence is boring, operational, and effective.
It also aligns with what regulated institutions already understand: durable control comes from repeatable systems, not heroic one-time projects.
The institutions that adapt now will not be the ones with the longest AI policy document. They will be the ones with the shortest time from model change to governed execution.
